Clarity misses the recess window as passage odds settle lower
Senate Majority Leader Thune said on 23 July CLARITY, the unfinished US market-structure bill, is expected to miss the pre-recess window, though he still wants floor work to start. Polymarket, a prediction market, prices 2026 Yes near 36.5% after a midweek spike-and-fade. White House adviser Witt still sees early August as possible.
Why it matters: without CLARITY, banks and exchanges still lack a durable US custody and trading map. Watch a floor start before recess, or Yes odds reclaiming conviction.

Spot BTC ETF inflow streak remains snapped after −$225M Thursday
Farside Investors, which tracks US spot Bitcoin ETF creations and redemptions, still shows three green sessions on 20-22 Jul then −$225.1M on 23 July, led by BlackRock's IBIT at −$202.5M. Friday's Farside row was not finalized at evidence time, so no new flow print is claimed. The streak remains snapped.
Why it matters: ETF creations remain the cleanest TradFi pipe into BTC spot. Watch a Jul 23 revision, or two finalized sessions restoring net inflows without another IBIT-sized red day.

BNY maps tokenized Treasuries and a 24/7 settlement path
Bloomberg (22 Jul) and CoinDesk (23 Jul) report that Bank of New York Mellon (BNY), a major US custody bank, aims to pilot tokenized US Treasuries on a private chain by end-2026, with 24/7 settlement ambition into 2027, after an RLUSD/USDO after-hours reserve test via Tradeweb.
Why it matters: this is bank plumbing for stablecoin and real-world-asset rails, not immediate BTC demand. These are attributed client-letter claims, not a live product. Watch whether the year-end 2026 pilot holds.

Conclusion
From these points we conclude:
CLARITY calendar still soft
Senate leadership expects a pre-recess miss while Polymarket Yes sits near the mid-30s; a floor start would change the path.
ETF streak still needs repair
The −$225.1M Thursday print led by IBIT remains the last Farside figure; Friday was not finalized.
Custody rails keep building
BNY's tokenized Treasury pilot and 24/7 settlement path are bank plumbing with 2026-27 dates, not spot demand today.
